Key Responsibilities
Develop and implement the overall procurement strategy aligned with project execution plans and contractual requirements.
Manage the complete procurement lifecycle, including requisition, sourcing, tendering, bid evaluation, negotiation, award, expediting, inspection, logistics, and close-out.
Lead procurement activities for long-lead and critical equipment, bulk materials, packages, and subcontracted services.
Ensure procurement activities comply with ADNOC, project specifications, company procedures, and contractual obligations.
Coordinate closely with Engineering, Construction, Planning, QA/QC, Logistics, Expediting, and Project Controls teams.
Review Material Requisitions (MRs), Technical Bid Evaluations (TBEs), and Commercial Bid Evaluations (CBEs).
Manage supplier prequalification, vendor selection, and supplier performance evaluation.
Negotiate commercial terms to achieve cost savings while maintaining quality and delivery commitments.
Monitor procurement schedules to ensure timely delivery of materials and equipment.
Identify procurement risks and implement mitigation and recovery plans.
Resolve supplier performance issues, delivery delays, and contractual disputes.
Manage procurement budgets, commitments, and cash flow forecasts.
Ensure compliance with import/export regulations and customs requirements.
Support contract administration, change orders, claims, and commercial negotiations.
Prepare procurement reports, KPIs, dashboards, and executive management presentations.
Lead procurement team development, coaching, and performance management.
Other Requirements
5+ Years of experience working as a Project Procurement Manager.
Familiarity with ADNOC procurement systems and documentation requirements is preferred.
Capable of working under tight project schedules and managing multiple procurement packages simultaneously.
Strong commercial awareness with a commitment to cost optimization and value engineering.
High level of integrity, confidentiality, and adherence to ethical procurement practices.
Excellent organizational and time management skills with the ability to prioritize competing demands.
Ability to lead and mentor multicultural procurement teams and foster collaboration across departments.
Strong report writing, presentation, and stakeholder communication skills.
